The African Field Epidemiology Network (AFENET) is a Network of public health training institutions in Africa that seeks to strengthen manpower to enhance health systems on the continent. AFENET is a not-for-profit organization which works closely with Ministries of Health in member countries to develop sustainable programs and capacity to strengthen field epidemiology and ensure healthier lives for Africans. AFENET was established in 2005 with four member programs in Ghana, Kenya, Uganda and Zimbabwe. At the time of approval of this plan, the organization was operateing in 16 African countries namely: Angola, Burkina Faso, Ethiopia, Ghana, Kenya, Mali, Mozambique, Niger, Nigeria, Rwanda, South Africa, Southern Sudan, Tanzania, Togo, Uganda and Zimbabwe. The organization has also recorded a growing international partner base which includes the US Department of Health and Human Services (HHS), the United States Centers for Disease Control and Prevention (CDC), the United States Agency for International Development (USAID), the Merck Company Foundation, the World Health Organization, the Global Outbreak Alert and Response Network (GOARN), the European Centres for Disease Control and Prevention (ECDC), the National Institutes of Health (NIH), the International Association of Public Health Institutes (IANPHI), the Task Force for Global Health Survival and Development (TFCSD), the Emory School of Medicine, Emory School of Public Health, and the Training in Public Health Interventions Network (TEPHINET), among others.
PositionDescription:
- The Data Technical Officer will be responsible for management of the project data at the state level with oversight technical support from the project Monitoring Evaluation and Learning (MEL) officer. The Data Technical Officer will track the conduct of pre-implementation, intra-implementation, and post-implementation activities of the project in the state. Working with the LGA Consultants engaged in the project, the Data Technical Officer will be responsible for the overall data management for SARMAAN II project in the state. This role is instrumental in ensuring proper collection of data during the preparatory phase and during mass drug administration campaigns, collation, cleaning, analysis, and dissemination of campaign findings. The Data Technical officer will also be responsible for the tracking of the project’s monitoring and evaluation framework and project’s milestones in the state.
Major Duties and Responsibilities:
Roles will include but are not limited to
- Coordinates the project data management activities at the state, LGA, and ward levels
- Support data cleaning, sorting, pruning, storing, archiving, and analysis of Azithromycin mass drug administration campaign data and other relevant data collected during the preparatory phase
- Provide routine data management project updates at unit meetings and during the development of monthly reports
- Track and provide routine feedback on implementation of project milestones with recommendations of timely conduct of project deliverables
- Work with the project MEL officer to track key performance indicators for project performance as specified in the project Performance Framework
- Support the MEL officer in orienting and training project staff on the project M&E framework
- Provide regular updates to state project team on status of key performance indicators and possible improvement plans
- Support in the development and field-testing of pre-implementation and implementation checklists as well as other relevant data tools for Azithromycin mass drug administration campaign
- Support in the development, review, and finalization of data management template for collation of project data at the LGA and ward levels
- Support in the development, review, and finalization of data analysis plan for pre-implementation and implementation checklists for Azithromycin mass drug administration campaign
- Support the supply chain officer in the development of real-time drug utilization trackers for state, LGA, and ward level officers
- Lead the conduct of data audit exercise at the state and LGA levels to strengthen data quality and accountability
- Work with the state Polio EOC data team and provide needed technical support
- Support the development of data analytics- real-time dashboard for decision-making
- Build the capacity of state and LGA level data officers on operationalization of data analytics
- Perform GIS map analysis during implementation rounds of Azithromycin mass drug administration
- Coordinate data collection and analysis for post-coverage surveys as may be required
- Provide daily feedback updates during evening review meetings of campaigns- supervisory and independent monitoring data
- Contribute to the development of post MDA reports, other project progress reports and dissemination products
- Perform other duties or other pre-implementation, implementation and post-implementation project activities as may be required/assigned by the supervisor
Qualificationandworkexperiencerequired:
- Masters’s degree in Data Management, Epidemiology, Public Health or a related field.
- Possess at least 2 years’ experience in data management/monitoring and evaluation in the public health system in Nigeria
- Experience working using Microsoft office suite
- Proficiency in the use of epidemiological tools and software- STATA, SAS, SPSS, Epi info, MathLab, CSPRO
- Proficiency in programming languages such as Python, C++, PHP, etc
- Software development knowledge or database administration knowledge would be an added advantage
Required skills and competencies:
- Possess data management, analysis skills and proficiency with data management software
- Proven knowledge and skills of modern Microsoft office tools and procedures
- Experience with web-based applications in design is an advantage
- Ability to work with diverse stakeholders including government, development partners and implementing partners in the health sector
- Ability to identify and flag problems in a dynamic project environment.
- Strong management, analytical and critical thinking skills.
- Exceptional organizational and multitasking abilities.
- Ability to communicate fluently in Hausa and English language
