Our LOCATE project; a CDC/PEPFAR HIV prevention, care and treatment program is currently seeking qualified candidates for the following position: CLINICAL CARE SPECIALIST [Imo State] Overall Job Function: This position provides technical support for multidisciplinary HIV/AIDS care and treatment, working with organization clinicians and health facility- based site teams to implement care and antiretroviral treatment services.

Job Description 

The incumbent will be responsible for the M&E activities for AGYW/Cervical Cancer/NCD. The officer works as part of the state technical team and shall support the implementation of robust monitoring and evaluation systems at all program sites/facilities. Achievement of GF project depends largely on periodic reporting of complete, accurate, excellent, and timely program service statistics to GF, state governments and other stakeholders. Therefore, S/he will guide/drive to achieve set targets through establishment of effective program Monitoring and Evaluation systems at all supported entities in the state

  • Develop and track progress of M&E work plan.
  • Develop and implement capacity building plan for the sites in collaboration with the State Government.
  • Provide technical assistance to program sites in setting up and maintaining M&E systems (collection, analysis, reporting and use of output data for program improvement) in collaboration with the state GON M&E structures.
  • Work with program sites to identify, integrate, and strengthen existing M&E structures in collaboration with the state GoN.
  • Support the collation and review monthly reports and provide feedback to program sites.
  • Conduct timely review and analysis of state level data and provide monthly feedback to the State Technical Team, internally.
  • Facilitate monthly data review meeting (DRM) to provide a forum for discussion on progress, gaps in program implementation and proffer solutions.
  • Submit collated report to the central program office on or before the 10th of the succeeding month.
  • Conduct data quality audit and supportive supervision at the program sites to ensure compliance with monitoring and evaluation plans and procedures.
  • Work with other Program Officers to identify, develop, and implement relevant evaluation and operation research projects.
  • Represent ECEWS at M&E meetings and trainings organized by the state government and other stakeholders within the state.
  • Respond to data demands/request from State Government.
  • The incumbent provides technical leadership in the planning and implementation of program Monitoring and Evaluation activities in the state.
  • Develop a proficient M&E system that can produce reliable data for effective decision making and reporting.
  • Provide technical Support to the state M&E Associates and Data entry officers in carrying out their essential duties and responsibilities.
  • Build the capacity of Health care workers through routine on site mentoring and supportive supervisory visits on proper documentation and reporting system using appropriate national/GF tools for effective patient monitoring and management.
  • Establish or/and strengthen the implementation and use of electronic medical record for patient management n supported comprehensive sites.
  • Create a mechanism for timely reporting of service statistics across all supported entities in the state.
  • Provide technical Support to supported sites to conduct routine data validation activities including data Quality Assessments using national/ GF tools.
  • Collaborate with the lead partner in the state to achieve the three in one principle which is working with local implementing partners, government of Nigeria and State program staff to ensure that program monitoring and evaluation activities are appropriate for program tracking in the state.
  • Provide lead in tracking facility and state based performance/achievement through monthly data review meetings with state office program officers.
  • Build the capacity of health care workers in routine use of data generated from their sites in order to strengthen ownership of data in all GF project supported entities.
  • Participate in annual project reviews and planning for the next fiscal reports.
  • Identify best practices for knowledge sharing among supported facilities.
  • Perform any other duties as may be assigned from time to time by the State Program Manager and the central M&E Manager
  • Perform any other official task as may be assigned by supervisor.

Minimum Recruitment Standard

  • University Degree in Business, Social Sciences, Natural Sciences, Computer Science, Public Administration or any related field.
  • A minimum of 3 years’ experience in reporting position with Local or International NGOs; preferably in Care and treatment. Experience with NMRS, DHIS, DATIM and RADET reporting a plus.
  • Knowledge and experience of MS Word, Excel and applicable software related to position required with data form design, collection and data entry.
  • Demonstrated ability to work cooperatively as a member of a team.
  • Ability to analyze and interpret large amount of information.
  • Excellent interpersonal and communication skills _written and verbal English, with high impact influencing and persuasive skills and able to represent the organization to donors and partners.
