International cooperation between Germany and Nigeria commenced in 1974. GIZ was initially represented by an office in Lagos until 2003, but since 2004 it has maintained a country office and four project offices in the new capital Abuja. At present, GIZ has around 25 seconded staff, 100 Nigerian and regional experts, and four CIM experts working in Nigeria. Nigeria is Africa’s largest economy and has a population of 175 million, making it the continent’s most populous country. With a young, highly motivated and growing population, abundant natural resources and an increasingly diversified economy, Nigeria is not only a regional power but also an increasingly significant political player on the African continent and in the world. However, Nigeria faces major challenges. So far, its substantial oil revenues have had little impact on poverty. More than two-thirds of the population still live in extreme poverty and unemployment remains high. Sustainable economic and social development is hampered by corruption and by regional, ethnic, religious and social differences and the associated conflicts, which sometimes lead to attacks and unrest. As agreed between the Nigerian and German Governments, GIZ’s activities since 2002 have focused on sustainable economic development. GIZ is also engaged in the energy sector, agriculture and regional integration. The 'Pro-poor Growth and Employment Promotion in Nigeria’ (SEDIN) programme aims to increase income-generating employment in micro, small and medium-sized enterprises (MSMEs), and improve access to financial services. The programme is currently being implemented in Abuja and in Niger, Ogun and Plateau states. The Nigerian and German Governments also cooperate in the energy sector. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ provides advisory services to Nigerian partners on topics such as rural electrification, energy efficiency and renewable energies, and is contributing to the success of the Nigeria-German Energy Partnership (NGEP) as well. GIZ provides support to the ECOWAS Commission (Economic Community of West African States) in Abuja, focusing on the management, implementation and monitoring of ECOWAS decisions on economic and trade policy, and peace and security. In addition, two regional programmes focusing on agriculture are under way in Nigeria. The first aims to promote African rice value chains; the second builds the capacities of market-oriented small-scale farming. The purpose of both programmes is to achieve sustainable improvements in the livelihoods and food security of poor farmers in Nigeria and other West African countries. A distinctive feature of GIZ’s activities in Nigeria is the high level of cofinancing obtained from other sources, primarily the European Union (EU) and the Bill & Melinda Gates Foundation. These additional funds make it possible to broaden the scope and intensity of the programmes being implemented on behalf of the BMZ, boosting the effectiveness of German development cooperation with Nigeria.

Responsibilities
Under the supervision of the Head of Project, the Advisor will work closely with the EPSAO Project Team in their planning and implementation of activities so as to ensure they meet targets and monitor results as per the established M&E framework and Commissioning Parties' requirements.

  • Monitoring & Evaluation (M&E): Support the establishment of a new M&E framework for the EPSAO follow-on measure (EPSG) to align closely with Project goals, objectives, and GIZ and donor requirements for effective monitoring and evaluation processes. 
  • Develop tools for gender-sensitive monitoring to ensure capturing adequate sex-disaggregated data and addressing gender mainstreaming issues within the monitoring framework. 
  • Continuously assess implementation progress against Project objectives and plans, making necessary adjustments to achieve desired outcomes.
  • Ensure effective management and implementation of evaluation processes, focusing on quality assurance and result achievement.
  • Follow up on the implementation of previous evaluation recommendations, integrating them into broader knowledge management formats to enhance Project outcomes.
  • Enhance the effectiveness of GIZ’s coordination role in the Multi Partner Cooperation Agreement through monitoring and evaluation support.
  • Participate in GIZ internal M&E knowledge-sharing platforms to stay updated on new guidelines, methodologies, and tools, and keep the Project team informed.
  •  Develop knowledge products, best practices, and lessons learned, providing strategic advice on effective knowledge management to the Programme Management Team.
  • Support the Project team in ensuring electronic documentation complies with company standards.
  • Assist in the preparation of annual progress reports for commissioning parties, aligning progress reports from implementing partners with Programme needs.
  • Conduct training and provide technical assistance on M&E methodologies to Project staff and implementation partners.
  • Coordinate and manage external evaluations and impact assessments as required.
  • Contribute to analytical work, evaluations, guidance notes, factsheets, and lessons learned papers related to partnership issues.
  • Track and report on partnership activities to ensure alignment with Project objectives and timelines.
  • Support coordination and quality control of various GIZinternal processes such as compliance management, risk reporting, and evaluation missions.

Partnership Support:

  • Provide robust support to the Project Management Team in its efforts to ensure smooth planning, coordination and implementation with implementing partners so as to foster strong cooperation, coherence and alignment with Project objectives and to ensure the successful achievement of results
  • Develop and facilitate capacity-building initiatives and regular partnership meetings for implementing partners to enhance and ensure consistency in the understanding of Project goals and objectives 
  • Monitor and track partnership activities to assess progress, address issues that arise, and proactively identify opportunities for synergies and collaboration
  • Collaborate with external stakeholders and partners to leverage additional resources, expertise, and networks to support the Project's goals and objectives
  • Support / contribute to the development of communication materials and reports to highlight partnership achievements, share best practices, and showcase the impact of collaborative efforts
  • Coordinate the EPSG Secretariat to facilitate the role of the current EU Delegation co-chair within the ECOWAS Thematic Working Group Peace and Security (TWGPS).
  • This includes ensuring regular convening, promoting enhanced collaboration, and facilitating knowledge exchange among development partners actively supporting ECOWAS peace and security initiatives. 
  • Participate in inter-agency meetings, conferences, and events to promote collaboration, share insights, and foster relationships with key stakeholders and partners.
  • Represent the EPSG Project at relevant conferences, meetings, and events to promote the project and its objectives as well as to foster relationships with key stakeholders and partners.
  • Other duties/additional tasks:

Required qualifications, competences, and experience
Qualifications:

  • University degree in political science, development studies, international relations, economics or related social sciences.
  • Master’s degree is an added advantage Professional experience
  • At least 7 years’ experience in the design, development and/or implementation of monitoring and evaluation systems, preferably relevant to programmes/projects in the peace and security field is required.
  • Experience in leading partnerships and collaboration with bilateral, multilateral partners as well as national counterparts in West Africa.
  • Knowledge of the African peace and security landscape and especially the ECOWAS region
  • Experience working for an international organization will be highly desirable as will experience working or engaging with national actors (including governments, civil society and other).
  • Other knowledge, additional competences:
  • Working experience with the EU/ on EU co-financed projects is a strong asset for this position. Familiarity with the ECOWAS region and established contacts with relevant actors is considered an asset.
  • Proven ability to mainstream gender and conflict-sensitive approaches into the work
  • Good understanding of results-based planning, monitoring, and reporting.
  • Exceptional writing, reporting, and presentation skills.
  • Ability to work effectively in a dynamic, multidisciplinary, and highly political context.
  • Excellent diplomacy and persuasion skills, with a high sense of integrity and transparency. Ability to work carefully and in a structured manner, even under great time pressure, as well as very good self-organization and reliability
  • Possesses transferable skills in knowledge documentation and utilization as well as conceptual analytical and evaluative skills
  • Proficiency in spoken and written English is required for this position. Working knowledge of French will be a significant advantage.
