  • Palladium is seeking a TB Strategic Information (SI) Specialist to work with the USAID and Data.FI Nigeria SI teams, TB service delivery implementing partners (IPs), the NTBLCP, and with STLCPs (with the assistance of State SI Associates) to ensure the effective implementation at of the project’s data use strategy, robust data use cases and information products are produced for informed decision making, support data quality assessments (DQAs), in line with USAID Nigeria's vision of sustainable quality data for evidence-based decision making.
  • The TB SI Specialist will report to the Data Use and Analytics Team Lead and work closely with the TB M&E/Surveillance Advisor and as part of the extended Data.FI Nigeria Data Analytics team supporting TB situation room activities across several states supported by USAID. This is full-time position with a contract for 1 year, renewable subject to availability of funding.

Primary Duties and Responsibilities: 

  • Work with USAID TB IPs to strengthen the data analytics and visualization capabilities of the Automated Partner Performance Reporting (APPR) platform, USAID’s Comprehensive Access and Review Dashboard (CARD), District Health Information Software, version 2 (DHIS2), TB situation rooms, and other platforms.
  • Serve as the technical backstop in data quality and data alignment exercises, working with the IPs at the state level with interventions cascaded to facility levels. 
  • Support the NTBLCP and USAID TB IPs in the collection, analysis, triangulation and interpretation of TB data and the calculation of programmatic, surveillance, demographic and epidemiological indicators.
  • Provide technical leadership and support for capacity building on TB data management. Develop, adapt and implement capacity building packages for the NTBLCP and supported STBLCPs as may be required.
  • Lead the development and documentation of effective tools and approaches for institutional capacity building and maintain an inventory of successful strategies and approaches.
  • Conduct IP M&E systems assessments and data verification for select TB program indicators at IP central levels, intermediate and service delivery levels (as appropriate). 
  • Recommend actionable recommendations to address emerging data quality issues and identified M&E system issues. Evaluate and assure system compliance with laws and regulations applicable to managing patient information. 
  • Institutionalize a standardized approach/methodology to data reviews. Support real-time data use and capacity including weekly, monthly and quarterly data review meetings; facilitate capacity improvement efforts and implement remediation efforts that address identified gaps and challenges. 
  • Support the NTBLCP’s situation room and implementation of the situation room methodology at the national level. 
  • Supervise and technically support State SI Associates in implementing the situation room methodology across supported states. 
  • Support the development and finalization of DQA protocols, site selection and visit plans. 
  • Build the capacity of national and state level TB programs in data demand and information use, applying developed curricula, and conduct follow-on mentorship. 
  • Lead in documentation of project successes and lessons learned by contributing to project reports, publications, internal and external presentations.

Required Qualifications:

  •  A master’s degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science, or a related field. 
  • At least eight years' experience working with routine health information systems. Experience working with TB programs, including DHIS 2 preferred.
  • Extensive demonstrated experience in leading and managing rigorous and evidence-based DQAs. 
  • Extensive demonstrated experience in training M&E methodologies, data collection and analysis, and findings dissemination sessions using DQA findings.
  • Demonstrated experience in report writing for USAID or other donors.
  • Sound knowledge of the USAID ADS policy, especially guidance and requirements on DQAs.
  • Proven skills in qualitative and quantitative data analysis data analysis with proficiency in statistical packages - Stata, SPSS, advanced MS Excel, BI applications
  • Working knowledge of patient-level and aggregate data management systems.  
  • Knowledge of project management principles to manage outputs with multi-disciplinary teams, including extensive knowledge of IT principles, methods, and techniques. 
  • Ability to work well under pressure; skills in crisis management and problem-solving; ability to achieve consensus among multiple stakeholders. 
  • Excellent written and verbal skills in English; ability to communicate technical information to audiences with varying levels of technical expertise.
