MTN Nigeria is part of the MTN Group, Africa\'s leading cellular telecommunications company. On May 16, 2001, MTN became the first GSM network to make a call following the globally lauded Nigerian GSM auction conducted by the Nigerian Communications Commission earlier in the year. Thereafter the company launched full commercial operations beginning with Lagos, Abuja and Port Harcourt. MTN paid $285m for one of four GSM licenses in Nigeria in January 2001. To date, in excess of US$1.8 billion has been invested building mobile telecommunications infrastructure in Nigeria. Since launch in August 2001, MTN has steadily deployed its services across Nigeria. It now provides services in 223 cities and towns, more than 10,000 villages and communities and a growing number of highways across the country, spanning the 36 states of the Nigeria and the Federal Capital Territory, Abuja. Many of these villages and communities are being connected to the world of telecommunications for the first time ever. The company\'s digital microwave transmission backbone, the 3,400 Kilometre Y\'elloBahn was commissioned by President Olusegun Obasanjo in January 2003 and is reputed to be the most extensive digital microwave transmission infrastructure in all of Africa. The Y\'elloBahn has significantly helped to enhance call quality on MTN network.

The Roaming VAS Engineer will report to the Manager: Roaming Technology Operations; The roaming engineer will be responsible for set up, implement, monitor & manage all policies and procedures relating to International Roaming activities 

Responsibilities

Key Performance Areas: Core, essential responsibilities / outputs of the position (KPA's)

The role will be accountable to achieve the following objectives:  

  • To act as a Subject Matter Expert for Roaming VAS  in MTN GC
  • To perform operation activities on the Roaming VAS platform (Steering, Border Control, GLR, Welcome SMS etc…).  
  • To Configure all parameters linked to the Roaming VAS application
  • Implement new IR partner data according to IR.21 specification.
  • Implement commercial roaming data for partners announced to be launched commercially.
  • Update new IR partner’s data when required.
  • Monitor the international roaming performance.
  • Ensure consistency, accuracy and integrity of all related data and documentation
  • Attend to all logged/assigned IR related faults and queries.
  • Conduct trouble shooting and problem resolutions to all IR related faults or queries.
  • Provide technical roaming support to internal divisions within the organization.
  • Assist all divisions with roaming related technical problems.
  • Liaise with foreign operators, internal departments and external parties with regards to roaming related issues.
  • Prepare all required IR reports related to the activities within the roaming section.
  • To handle and resolve customer incidents
  • To implement traffic routing  
  • To coordinate and manage vendor activities during the project deployment to guarantee market time and compliance with partner requirements.
  • Performing diagnostics, finding the resolution/workaround for trouble
  • Supporting escalated fault management.
  • Be responsible for Logging and tracking of TAC
  • Initiate corrective action for the faults handled.  
  • conduct analysis of network traffic abnormalities / network congestion/Network KPI
  • Performing functional tests  
  • Implementing work around.
  • Manage the root cause of each incident and implement preventive actions to prevent reoccurrence of Faults.
  • Determining the risk and impact of implementing the change.
  • Creating a Change Plan of the individual change.
  • Reviewing the design, develop and implement (part) of the Change Request, within the time frame
  • Conducting post review to assure successful implementation along with identification of any external impacts or new requirements
  • Activities relating to the change
  • Activating rollback plan and invoking Fault Management or other interface process, when applicable.
  • Coordinating all CRs for the CAB or ECAB meetings
  • Ensuring timely implementation of the requested change
  • Ensure Pre and Post Check  
  • Resolving any issues with the implementation
  • End to end Onboarding of new customer
  • Handle PM request from other process, analyse and categorize PM requirement
  • Review and approve the preventive maintenance procedure and plan of the Preventive Maintenance within timeline SLA.
  • Timely review and finalize the Preventive maintenance report
  • Make step-by-step guideline and related templates for all kinds of Preventive maintenance service within SLA.
  • Developing and maintain technical project documentation.
  • Delivering detailed functional and technical analysis against project work packages in line with solution designers in other squads; handshakes on the specifications of the integration points.
  • Preparing design documents for the delivery such as Call flows, solution documents, High Level design and Low-level design documents
  • Supporting testers for test case preparation, reviews test cases.
  • Participating in User Acceptance Testing (UAT) for Messaging projects before production releases.
  • Executing RFP/RFP & SOW process if required.
  • Working with the solution architect to maintain product roadmaps and target architecture.
  • Reviewing and approving vendor design documents; follow-ups vendor development.
  • To drive cross-functional projects and alignment, especially with commercial and security teams.

Qualifications

Education: 

  • Minimum 3-year Academic Degree (B Eng. / BSc Degree preferred)  
  • Relevant certification/accreditation/membership with professional body as required for role  
  • Fluent in English and language of country (preferable)  

Experience: 

  • 5+ years’ experience in an engineering field 
  • Expert in SMS/SS7/IP/SMPP data solutions 
  • Experience with SMS Routing, Hub and Firewall technology 
  • Knowledge of UNIX-Solaris, AIX, HPUX, Windows, Linux and cloud technology 
  • Understanding of Change Management Life Cycle Principles 
  • System Support and Trouble Analysis skills (root cause analysis, alarm management platforms, troubleshooting, etc.) 
  • Server & System Administration skills 
  • Knowledge of Analysis Tools  
  • Hardware installation and repair skills 
  • Knowledge of OSI network protocol design 
  • Knowledge of Configuration, Backup, and Restoral processes necessary to support the telephony/voice infrastructure 
  • Experience using and writing technical documentation 
  •  High level vendor certifications (i.e., CCNA) 
  •  Ability to lead engineering teams 
  • Expert analytical and problem-solving skills 
  • Must have experience in eTOM, SID and NGOSS Framework. 
  • Excellent communication and presentation skills, both verbal and written. 
  • Ability to solve problems using a creative and logical mind set. 
  • Worked across diverse cultures and geographies (advantageous)
