Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Today, MSF is a worldwide movement of 24 associations, bound together as MSF International, based in Switzerland. Thousands of health professionals, logistical and administrative staff - most of whom are hired locally - work on programmes in some 70 countries worldwide. Humanitarian action MSF's work is based on humanitarian principles. We are committed to bringing quality medical care to people caught in crisis, regardless of race, religion or political affiliation. MSF operates independently. We conduct our own evaluations on the ground to determine people’s needs. More than 90 per cent of our overall funding comes from millions of private sources, not governments. MSF is neutral. We do not take sides in armed conflicts, we provide care on the basis of need, and we push for independent access to victims of conflict as required under international humanitarian law. Bearing witness and speaking out MSF medical teams often witness violence and neglect in the course of their work, largely in regions that receive scant international attention. At times, MSF may speak out publicly in an effort to bring a forgotten crisis to public attention, to alert the public to abuses occurring beyond the headlines, to criticise the inadequacies of the aid system, or to challenge the diversion of humanitarian aid for political interests. Quality medical care MSF rejects the idea that poor people deserve third-rate medical care and strives to provide high-quality care to patients. In 1999, when MSF was awarded the Nobel Peace Prize, the organisation announced the money would go towards raising awareness of and fighting against neglected diseases. Through the Access Campaign, and in partnership with the Drugs for Neglected Diseases initiative, this work has helped lower the price of HIV/AIDS treatment and stimulated research and development for medicines to treat malaria and neglected diseases like sleeping sickness and kala azar.

Main Purpose

  • Executing the maintenance, follow-up, and monitoring of all IT and Telecom equipment, tools, and services, as well as ensuring onsite technical support and training of users under his/her responsibility per MSF standards, policies, protocols, and procedures, to guarantee the efficient use of all IT and Telecom services and infrastructure.

Job Description (Shortened)

  • Supervising and monitoring on a day-to-day basis the implementation of the systems and communications' software and hardware in the mission ensuring compliance of MSF standards, protocols and procedures.

This includes the Following tasks:  

  • Together with the Deputy Logistics Coordinator, analyzes the ICT needs of the mission, draws up a draft of the ICT budget, and designs an adapted strategy aiming to optimize the investment on information and communication technology
  • Identify and implement Information management practices to enhance the mission system's effectiveness and reliability (development, checkup, deployment of applications, systems or new ITC standards, etc.)
  • Installing, maintaining and monitoring, the ICT systems and equipment in the mission
  • Comparing quality of equipment, software and internet providers/services, in order to optimize buying decisions and to ensure local assistance
  • Supervising, planning and providing network security, help desk support and training to users, corrective and preventive maintenance activities (checkup and cleaning, etc.), updating and upgrading activities, security management protocols (back-ups, anti-malware, updates and software patching, firewall protection, radio protection, etc.)
  • Ensuring questions and problems related to ICT are solved (if appropriate, according to MSF policies and procedures in force at any time).
  • Registering, reporting and referring unsolved questions and problems, as well as unusual requests, to the respective support units in order to actively provide solutions and ensure quality standards
  • Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity
  • Provide training, assistance and Level 1 support
  • Master the operating system (Windows 7)
  • Deploy and migrate computer software
  • Report and follow unresolved issues
  • Brief new staff on IT services and best practices
  • Brief new staff on the use of radio equipment
  • Prepare targeted training workshops for users and IT topics that are useful in their daily work
  •  Organize of the IT / COM activity:
  • Establish and maintain a schedule of regular visits to the concerned projects
  • Plan and organize his activity, organization, priorities based on the logistic team priorities, IT Policies, and IT related issues/problematics.
  • Participate in the realization of the annual budget of the IT and Radio families by being aware of the equipment renewal criteria, by identifying the equipment need to be replaced, and by determining the items/quantities of the buffer stock
  • Realize the cash request for its activity.

Requirements
Education:

  • Essential, Advanced Diploma in IT.
  • Desirable Degree in Technical Engineering.

Experience:

  • At least years 2 in IT related jobs.
  • Desirable experience in MSF.
  • Desirable experience in administration and recovery of backups (MS, C, Veritas, etc.).

Languages:

  • Fluent English (oral and written English), Hausa, Kanuri are Essential good command of ICT English.

Knowledge:

  • Administration of Operational Systems (XP-Pro, W7, W2003 Server, Linux)
  • MS Office 2003/2007/2010
  • Microsoft Networks configuration and set up (network components - switch and routers - , Ethernet, Wi-Fi, Bluetooth)
  • Protocols: TCP/IP, LAN, WAN
  • Apps development languages: platforms.NET, Java, Eclipse RCP
  • Configuration and set up of networks: Desktops, Laptops and peripheric
  • Mail clients: Outlook, Mozilla, Lotus
  • Picture creation: ISO, MDF, CSO, etc.
  • Antivirus: Kaspersky  
  • Other: SAP R3, Citrix, Remote Desktop Access.
