The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation. We provide assistance, protection and durable solutions to refugees and internally displaced persons worldwide. What is NRC? NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences - Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.

These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees. In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Information, Counselling and Legal Assistance (ICLA) Digital Coordinator to join our team in Abuja, FCT.? The ICLA Digital Coordinator will be responsible for the implementation of Kobli in Nigeria and management of ICLA database.

Responsibilities

Specific responsibilities 

  • Support deployment and implementation of Kobli’s Legal Case Management system (LCM) in close collaboration with ICLA country programme and Global ICLA Digital team. 
  • Support deployment, implementation, and ongoing administration of the LCM system, including system maintenance, troubleshooting, and capacity building for ICLA teams
  • Contribute to project learning and the knowledge base. 
  • Support the standardisation of ICLA programming by ensuring LCM workflows, service definitions, and reporting structures are aligned at CO level and when possible with global ICLA guidance 
  • Coordinate with Global ICLA team to ensure alignment with global digital strategies, priorities and plans for the project. 

Legal case management (LCM) database:  

  • Maintain accurate user records and hierarchies and regularly review, update, and report on access permissions.
  • Configure and maintain intake forms and case management workflows, including updates, custom forms, and requested modifications.
  • Create and update project records, indicators (including custom ones), taxonomy elements, and service profiles to ensure alignment with ICLA activities and reporting needs.
  • Maintain core reference datasets including organisational units, administrative locations, nationalities, and coding structures to support standardisation and data integrity.
  • Support configuration and optimisation of reporting, analytics, and dashboard modules (including GORS and custom reports) to enable effective data use and learning.

Deployment and implementation of LCM

  • Lead and monitor LCM deployment and implementation, documenting system gaps, bugs, and user experience challenges to ensure functionality and relevance.
  • Coordinate with the Global ICLA team on system improvements, including troubleshooting, enhancement requests, testing new features, and participating in LCM coordination meetings
  • Participate in regular system improvement and coordination meetings, providing feedback and contributing to decisions on upgrades and implementation progress.

Capacity Building and Field Support 

  • Lead capacity building for LCM users, including onboarding, refresher trainings, and ongoing follow-up.
  • Inform staff of the changes and enhancements based on the released timeline. 
  • Establish a feedback loop with ICLA teams to continuously gather and document insights from the field and ensure participation. 
  • Work with the ICLA specialist/Project Manager to analyse feedback for iterative system improvements. 
  • Conduct regular monitoring and quality checks of entered data; address discrepancies with relevant staff, including duplication check.
  • Contribute to the design and development of monitoring tools to evaluate LCM’s effectiveness, in coordination with the Global ICLA team.
  • Oversee compliance with country and organizational policies on data protection.

Reporting & Coordination

  • Support the ICLA Specialist by contributing to donor reports, internal reports, and strategic documents.

Generic professional competencies: 

  • University degree in Information Management, Computer Science, Social Sciences, Law, or a related field.
  • Minimum of 2–3 years of experience working with digital information systems, case management tools, or IM platforms.
  • Experience within humanitarian or displacement contexts is an asset.
  • Strong reporting, analytical, and data interpretation skills.
  • Demonstrated results aligned with the responsibilities of this position.
  • Awareness of own leadership strengths, style, and development areas.

Context/Specific skills, knowledge and experience: 

  • Knowledge of the context in north-east Nigeria
  • Knowledge of the legal and digital infrastructure in Nigeria
  • Fluency in English is required. Hausa and other local languages is an added advantage. 
  • Proven track-record with enabling access for legal aid programme
  • Tech savvy and digital expertise
