The Norwegian Refugee Council (NRC) is an independent, humanitarian, non-profit, non-governmental organisation. We provide assistance, protection and durable solutions to refugees and internally displaced persons worldwide. What is NRC? NRC promotes and protects the rights of refugees and people who have been displaced within their own country. We take action during situtations of armed conflict, and engage in other contextes where our competences will add value. The majority of our 5000 staff members are national employees in NRC’s projects in around 25 countries worldwide. All our projects are supervised by the NRC Head Office in Oslo. NRC was established in 1946 under the name Aid to Europe, to assist refugees in Europe after World War II. Today NRC is organised as an independent, private foundation. We cooperate closely with the UN and other humanitarian organisations, around the world as well as in Norway. What does NRC do? Programme Activities: NRC’s main activity is the deliverance of humanitarian aid through programme activities in the field. NRC specialises in five programme areas, or core competences - Shelter, Food Security, Water, Sanitation and Hygiene (WASH), Education, and Information Counselling and Legal Aid (ICLA). The core competences are adaptive to different contexts and mutually reinforcing.
Generic responsibilities
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Ensure compliance with NRC policies, guidelines and standards.
- Responsible for implementation of operational M&Eactivities in close collaboration with Core Competency technical officers and officers/assistants.
- Ensure project documentation of M&E activities of Core Competencies.
- Contribute to the implementation of M&E systems, including M&E tools.
- Ensure that NRC’s related activities are implemented within NRC’s SIP (Safe and Inclusive Programming) Guideline and report any breaches/concerns to the line manager and/or focal point for proper action.
Specific responsibilities
- Support in developing data collection methodology and tools, and in actual data collectin as needed.
- Support the digitalization of data collection tool and electronic warehousing of data
- Support data management in close collaboration with core competencies’ data assistants and the development of clear information flows between program and M&E staff, as needed.
- Ensure that monitoring data are reportedin a timely manner to the technical M&E Coordinator for quality checks and submission to the Program Managers and relevant program staff.
- Support the targeting and the registration of beneficiaries as needed.
- Supervise distributions in collaboration with programme staff.
- Support post distribution monitoring and related activities.
Generic professional competencies:
- At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting.
- University degree in statistics, Mathematics or any social sciences
- Proficiency in using Microsoft Office Suite, including MS Word, MS Excel and PowerPoint.
- Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
- Knowledge of the NRC’s operations is a plus.
- Good communication and interpersonal skills.
- English language proficiency (speaking, reading, writing).
- Strong organisational and team working skills.
- Good cultural awareness and sensitivity.
- Approachable, trustworthy and confidential.
Context/ Specific skills, knowledge, and experience:
- Advanced proficiency in Data Collection and Management using Kobo Toolbox, commcare or ODK or similar mobile platforms.
- Intermediate to advanced proficiency in Statistical Analysis using advanced MS Excel, SPSS, Stata, R or Python.
- Intermediate to advanced proficiency in Geospatial Analysis using ArcGIS or QGIS.
- Advanced proficiency in Data Visualization using Power BI.
- Skilled in digitalizing data collection tools and integrating diverse data streams into a unified framework.
- Proficiency in Database Management using SQL, and related systems is an added advantage.
- Experienced in developing real-time monitoring systems for actionable insights and program adjustments.
