Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Its principles are described in the organisation's founding charter. It is a non-profit, self-governed organisation. Today, MSF is a worldwide movement of 24 associations, bound together as MSF International, based in Switzerland. Thousands of health professionals, logistical and administrative staff - most of whom are hired locally - work on programmes in some 70 countries worldwide. Humanitarian action MSF's work is based on humanitarian principles. We are committed to bringing quality medical care to people caught in crisis, regardless of race, religion or political affiliation. MSF operates independently. We conduct our own evaluations on the ground to determine people’s needs. More than 90 per cent of our overall funding comes from millions of private sources, not governments. MSF is neutral. We do not take sides in armed conflicts, we provide care on the basis of need, and we push for independent access to victims of conflict as required under international humanitarian law. Bearing witness and speaking out MSF medical teams often witness violence and neglect in the course of their work, largely in regions that receive scant international attention. At times, MSF may speak out publicly in an effort to bring a forgotten crisis to public attention, to alert the public to abuses occurring beyond the headlines, to criticise the inadequacies of the aid system, or to challenge the diversion of humanitarian aid for political interests. Quality medical care MSF rejects the idea that poor people deserve third-rate medical care and strives to provide high-quality care to patients. In 1999, when MSF was awarded the Nobel Peace Prize, the organisation announced the money would go towards raising awareness of and fighting against neglected diseases. Through the Access Campaign, and in partnership with the Drugs for Neglected Diseases initiative, this work has helped lower the price of HIV/AIDS treatment and stimulated research and development for medicines to treat malaria and neglected diseases like sleeping sickness and kala azar.

Main Purpose

  • Planning, coordinating, and ensuring the autonomous implementation, maintenance, monitoring and follow-up of all IT and Telecom equipment, tools, and services, as well as ensuring onsite technical support, training of users and Logistic experts in the mission, in accordance with MSF standards, policies and protocols, in order to guarantee the efficient use of all IT and Telecom services and infrastructure.
  • Providing appropriate high-level technical support to his/her Logistics Coordinator

Job Description

  • Monitoring, maintaining, and following up on all Information Technology (IT) and Telecom equipment, tools and services in the mission, in accordance with MSF standards, policies, protocols and procedures, as well as actual and future needs.
  • Adapting and ensuring compliance with general IT and Telecom policies, guidelines, and documents to meet the mission’s specific needs, as well as ensuring their implementation to enable the development of the mission in perfect working conditions upon validation from the Logistics Coordinator.
  • Supervising, implementing, and improving data security protocols (data saving, firewall, user access rights, backup, equipment, and software security, etc.) to ensure data security, availability, and immediate operational recovery and continuity in case of emergency.
  • Providing technical support and presenting MSF standards, policies, protocols, and procedures to all users.
  • Providing advanced technical support to logistics experts dealing with IT and Telecom systems. When needed, liaise with HQ Technical Referent(s) for 2nd line support, as well as with external providers, to ensure any incidents or problems that cannot be solved at the mission level are appropriately escalated.
  • Providing educational support (briefing, training, and support, etc.) to all users. Providing advanced educational support (briefing, training, and support, etc.) to logistics experts dealing with IT and Telecom systems.
  • Maintain and ensure all vehicle are equiped with GPS tracking devices and that they are operational at all times.
  • Coordinate with service providers for fast resolution of problems and complains related with internet and mobile devices.
  • Following up, participating in regular reports at the coordination level in accordance with MSF guidelines and reporting on the work’s progress and on all IT and Telecom technical aspects of the work. Updating and archiving all user and ICT-related documentation due to changes in the IT and Telecom infrastructures.
  • Planning, preparing and reporting the visits to the site(s) under his/her responsibility to ensure the preceding points.
  • Performing any other tasks specific to his/her area of specialty, as defined in his/her job description and according to the line manager.

Requirements
Educational Qualification:

  • Essential University Diploma. Certification in network or server administration is added advantage.

Experience:

  • Essential two (2) years working experience with MSF or in a well-structured establishment.

Knowledge:

  • Expertise in the latest version of the Microsoft Operating System and business applications (Office365)
  • Understanding of Server Management (latest version of Microsoft Operating System, Active Directory) and virtualization (Hyper-V)
  • Good knowledge of Network Administration (LAN, VLAN, network policies and protocols)
  • Good knowledge of computer hardware and maintenance processes, IT security best practices and IT service management tools (ITSM)
  • Understanding of radio telecommunication concepts (HF, VHF, GSM, satellite) Mentoring and supporting skills

Language:

  • English Mandatory and other languages are desirable.
