COOPI Cooperazione Internazionale is an humanitarian, non confessional and independent organization that fights against all kinds of poverty to make the world a better place. Founded in 1965 by Vincenzo Barbieri (Italian "father" of international volunteering), COOPI is based in Milan and it has 20 local offices in the South of the World. It works to assist populations struck by emergencies (disasters and conflicts) and to facilitate their civil, economic and social development. The association intervenes in Africa, Latin America and the Middle East in collaboration with local actors (civil society, public administration and so on). In 2013 it has implemented 160 projects. COOPI works in different sectors: agriculture, water and sanitation, health care, humanitarian assistance, human rights, education, socio-economic services, migration. All sectors are related to one another in the programs launched by COOPI all of them interrelated. COOPI is also committed to the Child Sponsorship programme in 8 countries (Perù, Haiti, Senegal, Sierra Leone, Central African Republic, Ethiopia, Uganda and DR Congo), and provides food, education, health and protection to 2.700 children. COOPI also operates in Italy, through awareness and fund-raising campaigns, volunteering activities (almost 400 volunteers), the promotion of the Cooperation and Development Master course at the Institute for Advanced Study of Pavia, and finally the participation to several NGOs associations, among which Link 2007 and AGIRE (Italian Humanitarian Emergency Response Agency) are the most important. The organization is supported by important institutional donors, local institutions, foundations, companies and citizens among the main donors, the European Commission Humanitarian Aid and Civil Protection (ECHO) recognizes COOPI as an important partner.

Overall Responsibilities

  • Under the supervision of the MEAL Officer and with the support of the Food Security (FS) Field Coordinator, the role oversees the implementation of the WFP funded SCOPE registration and IT-related activities in all the Food security and Livelihood project locations within Yobe state.
  • The role-holder closely liaises with other FSL Project Officers and SCOPE Registrars to ensure smooth registration of beneficiaries and issuance of SCOPE cards to enrollees.
  • S/he will provide support to the implementation and monitoring of GFD In-kind and CBT, and Nutrition interventions on project information system for greater project reporting and overall impact for COOPI Multi-sectoral Programs in Northeast Nigeria
  • Overviewing the reported data, reliable cleaning of the data, development of accurate and complete databases, efficient data management

Main Responsibilities and Tasks
Under the direct supervision of the MEAL Officer, Field Coordinator and in collaboration with the Deputy Project Manager, the MEAL Manager and other collaborators of the projects and of the Base, he/she be working as part of a MEAL team, responsible for managing all projects’ data including the following:

  • Supervise the SCOPE Registration activities and provide appropriate guidance and oversight in daily field activities in respect of WFP procedure and requirements.
  • Ensure the timely configuration and synchronisation of field data collection devices.
  • Plan and follow related activities such as registration and distribution of Scope cards.
  • Ensure comprehensive project cycle management, with overall supervision of daily activities.
  • Supervise and train SCOPE registrars, project staff on SCOPE online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
  • Participate actively in the monitoring of the project in collaboration with the MEAL Officer with a specific attention on the efficiency of the WFP biometric registration system.
  • Collaborate with related COOPI departments and other implementing partners to identify opportunities for integrated programming, promoting best practices and developing shared policy approaches.
  • Support comprehensive data management of the program beneficiaries.
  • Carry out timely programming, printing, and reprinting of beneficiary Registers.
  • Ensure adequate management of the programs databases and online platforms at the base level.
  • Supporting the field teams in accurate and reliable data collection in the field as well as timely and completely data reporting, in line with programme planning
  • Carry out timely database configuration for platforms and smart phone data collection devices.
  • Carry out troubleshooting of devices and find solutions where necessary to ensure timely implementation of program activities.
  • Create Monthly reports.
  • Undertake regular visits to all programs operational LGAs to support technical capacity in usage and management of data and its associated technology.
  • Coordinate and share learning related to data knowledge, data collection, use of device, behaviours, and practices at base office level, and COOPI at large.
  • Build capacity of program staff through on the job training, mentoring, shadowing and technical support to ensure data management compliance.
  • Train local field staff, state government stakeholders and key community beneficiaries in how to establish and use simple database materials and tools in coordination with the project management team.
  • Where necessary represent COOPI internally in community and state-level Data Management forums on issues related to the information management system, MEAL and reporting (consortia, alliances, and clusters).
  • In consultation with the MEAL Manager, participate in programs based on technical discussion and sharing forums during the visit of other project stakeholders to the project sites
  • Prepare and submit all data managemnet and SCOPE project internal and external donor reports.
  • All other tasks asked by the supervisor if needed

Training & Capacity development:

  • Through direct technical assistance provision, build the capacity of programme staffs (registrars); identify staff development needs and design/suggest appropriate staff development approaches.
  • Provide technical feedback on daily, weekly and monthly registration reports received from distributions and SCOPE project unit, ensuring that established programme targets and objectives are being met
  • Total management of the internal databases and SCOPE/ digital registration equipment, materials and data.
  • Facilitates the training of SCOPE project staff on Scope online/offline system focusing on efficient planning, coordination, and implementation and monitoring of the project activities.
  • Develops and maintains strong working relationships with all stakeholders – WFP, Community support groups, community leaders, NGOs, to enhance multi-agency and multi-sectoral cooperation and coordination.

Coordination & Partnership:

  • Represent COOPI in relation with WFP SCOPE-IT unit.
  • Liaise closely with WFP WFP Damaturu Office regarding to SCOPE AND BSFP registration/data activities.
  • Meet with partners and donor agencies during field visits.
  • Liaise with formal and informal local authorities to ensure communication and transparency of the SCOPE registration process.

Staff Management:

  • Manages all data management assistants, data entry clerks, SCOPE/IT Assistants directly, including enumerators and SCOPE registrars
  • Participate in the recruitment and mentorship of SCOPE registrars and enumerators
  • Hold regular meetings with project management team to plan and address any concerns and share feedback regarding SCOPE registration activities.
  • Maximise all SCOPE process security, in liaison with the security officer, for both staffs and beneficiaries.
  • Report all security incidents or relevant information to the PM and Security officer.
  • This ToR shall be inclusive of any other task specifically assigned by the direct supervisor for what concerns the implementation of the program activities.

Candidate (Education, Training, Competences, Skills)
Minimum Requirements:

  • Degree / Diploma preferably in IT / ICT, Computer Science and Communication Technology, Statistics or any closely related academic disciplines, Programming / Sciences / Engineering or Social Sciences, and evidence of NYSC discharge certificate, with previous experience working in developmental and emergency projects especially in ICT related sector.

Skills & Experience:

  • Strong IT skills will be an added advantage
  • Prior experience with WFP SCOPE registration is desired
  • Minimum of 3 years’ relevant working experience with humanitarian program in a similar context.
  • Excellent computer skills with proficiency in MS excel.
  • Strong analysis skills (qualitative and qualitative)
  • Excellent interpersonal skills, written and verbal communications
  • Strong cultural awareness and sensitivity
  • Good understanding of complex emergencies and crisis contexts
  • Demonstrated skills in management, teamwork, negotiation and consensus-building
  • High-level attention to detail and managing complex relationships and communications
  • Goal-oriented with the ability to work under pressure, independently and with limited supervision
  • Ability and willingness to work and live in challenging conditions.
  • Highly computer literacy (ability to adapt software packages to contexts)
  • Experience as a SCOPE registration officer with an INGO partner
  • Minimum of 2 years Banking Sector experience working on ATM or 3 years’ experience in the NGO Sector of which 2 years should be working in SCOPE Registration/ e-registration programming / or project implementation in a humanitarian context;

Preferred:

  • Excelent knowledge of English, Hausa and/or Kanuri.
  • Proficient in data collection and handling bulk registers of beneficiaries.
  • Willing and able to be based and travel regularly within remote areas, where services are limited.
  • This ToR shall be inclusive of any other task specifically assigned by the Project Manager and direct supervisor for what concerns the implementation of the program activities.
