Job Description
This purpose of this role will be to:

  • Manage capacity and manage Services contract Delivery Quality Assurance, ensuring effective and efficient deployment and operations of network resources for attainment of optimal Network service Quality. 
  • Enforce contract adherence by partners, managing vendors to deliver on agreed capacity and Quality standards. 
  • Responsible for MC Capacity deployment and MS Quality KPI validations, reconciliations and signoffs.
  • Ensure that all Regulatory reports are delivered within timeline and with the attendant accuracy.

Responsibilities
Managed Services Delivery Assurance - 2G, 3G, 4G, 5G, Core/IN/VAS:

  • Monthly MS Validation and Signoff
  • Ensure accurate validation of monthly MS sign-off
  • Routinely validate reported KPIs used for sign-off
  • Ensure deployed sites meet required minimum contractually agreed KPI to prevent degradation of network quality
  • Follow through with MS partner to optimize new/expanded sites
  • Regular KPI quality review with vendors

Managed Capacity Delivery assurance:

  • Monthly MC and Signoff
  • Network Capacity /asset capitalization
  • Deployment reconciliation for payment
  • Validate the accuracy and integrity of Managed Capacity performance reports (weekly/monthly/Quarterly/adhoc/
  • Drive addition of sites under optimization into MAPA to provide required capacity thereby reducing high network utilization
  • Manage database of MAPA sites

Erlang Capacity Expansion:

  • Ensure Network Capacity is deployed effectively and efficiently enforcing the grow/de-grow AOP guideline
  • Network Capacity utilization Reporting and analysis
  • Drive Network Capacity Expansion to relieve Network congestion
  • Drive the Special Events – analyze unusual traffic events, follow-up after node integration/upgrade/re-home
  • Capacity reconciliation and segmentation for payment 
  • Ensure no loss of traffic following expansion of sites

MS KPI Validation:

  • Validate the accuracy and integrity of all performance reports received from MS (weekly/monthly/Quarterly/adhoc etc.)
  • Benchmark performance of various partners to engender effective competition for continued improvement
  • Drive review of KPI formula changes as required
  • Track Quality of new and expanded sites to ensure no degradation

MS Service Assurance Claim:

  • Track and record service assurance impacting outages
  • Trigger Service Assurance sign-off
  • Follow through to ensure completion of Service Assurance sign-off
  • Interface with different Network domains to ensure tracking of Service Assurance impacting outages
  • Manage agreement with vendors on service assurance impacting outages and get their sign-off

Exclusion Sign-Off:

  • Validate and confirm exclusion claims by MC/MS partners
  • Effectively manage Partners to ensure no contractual dispute arises in MC/MS signoffs
  • Ensure faults sign-off agreement between Operations and Vendors
  • Track wrong and missing data in computation of exclusion values
  • Ensure exclusion is only granted following systematic audit and review of data provided by vendors

Regulatory Compliance (Network):

  • Ensure that network impact analysis of all promo/new products is done to confirm no quality degradation in line with regulatory.
  • Ensure adherence to all regulatory requirements.
  • Ensure that Partners provide monthly Regulatory Compliance Certificate

Management Reporting:

  • Detailed and accurate deployment reports to aid Airtel determine OPEX commitment to MS partner
  • Provide independent adhoc reports to management and regulatory bodies as required

Dimensions: 

  • Network Quality (% of cells meeting contractual KPIs) >= 98%
  • Accuracy of Validated report > 90%
  • MAPA sites AOP target
  • Reduction in OPEX/CAPEX 

Requirements
Educational Qualifications & Functional / Technical Skills:

  • Bachelor of Engineering Degree (Electrical / Electronic, Telecommunication or related fields)
  • Sound knowledge of Mobile Network Operations, Planning, Optimization, Performance
  • Contract Management and administration
  • Vendor Management
  • Project Management
  • Network Asset/Business productivity analysis
  • Network Audit and functionality testing
  • Understanding of network CAPEX/OPEX fundamentals
  • Business analysis 
  • Analytical, Statistical and Presentation skills
  • Sound MS Excel skills
  • Knowledge of Performance management systems/tools/support systems

Relevant Experience:

  • Minimum 6 years managerial experience in a GSM/Mobile company
  • Minimum 5 years Project/Contract Management experience
  • Minimum 6 Vendor Management experience
