UNDP has been in Nigeria since the country became independent in 1960 providing capacity building and policy development support to the Federal Government of Nigeria in areas of Governance & Peace Building, Inclusive growth and Sustainable Development. Position Purpose
- Under the overall guidance and supervision of the Chief Security Adviser (CSA)- UNDSS, the Local Security Associate (GIS/Database Management) will be responsible for developing and maintaining UNDSS Nigeria security information database and produce required statistics for security decision making and operational maps.
- The primary purpose of this position is to administer and maintain all UNDSS security databases in a coherent and consistent manner so as to provide a stable operating environment to ensure database integrity, availability, performance and sustainability.
- The incumbent is also required to ensure the safety of the information following the UN internal IT management policies.
Duties And Responsibilities
Geographic Information System (GIS) Development:
- Identify and evaluate open-source GIS data relevant to UNDSS and develop protocols for integrating and validating these data; contribute to improvements in availability, quality, and accessibility of spatial data for security evaluations.
- Develop and implement geospatial databases, geospatial data collection systems, geospatial data analytics and other strategies that optimize statistical efficiency and quality.
- Create online databases, dynamic web maps and visualization dashboards.
- Use GIS data to provide detailed spatial insights in reports and create visualizations and maps for effective communication of findings.
- Generating maps and other related materials for internal UN use in coordination with other partners.
Designing Methodologies And Data Analytics
- Support strategic and operational decision-making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g., reports, maps).
- Use automated tools to extract data from primary and secondary sources.
- Oversee the preparation of baseline inventory of spatial and attribute datasets with regular update.
- Manage online platforms and tools that support data collection and analysis such as Kobo Toolbox, Open Data Kit, etcetera.
- Produce and update information products such as reports, maps, charts and infographics transforming data to convey messages and narratives effectively.
- Provide support with data collection, analyze information, and support the development of reports and analytical products. Support with the uploading of documents on the UNDSS SharePoint.
- Oversee the administration of user-profiles and access rights of web platforms and provide technical assistance/troubleshooting.
- Provide support to the relevant security data in online databases, support the monitoring and maintenance of operational datasets.
Development and Management of Security Database
- Develop security related database products, services and supporting database projects.
- Creating and Maintaining the UNDSS Nigeria security information database and translating safety and security information into statistics for security decision-making process.
- Maintain new and existing UNDSS-Nigeria security information systems.
- Support the design and development of new security databases, modification of database structures, entry forms and reports as required.
- Update the UNDSS Nigeria security Database.
- Compiling presentations for internal UNDSS use and for meetings.
- Managing the UNDSS integrated database and updating and reporting forms.
- Link databases to geo spatial infrastructure/tool.
Regional Information Management
- Collaborate with UNDSS colleagues in the region on the sustenance of the regional initiatives.
- Provide technical support in information gathering and management of security related incidents in the Lake Chad Basin (LCB) Region.
- Oversee development of dashboard for real-time security monitoring in the LCB region.
Any Other Functions/duties Assigned By The CSA.

Education
Required Skills and Experience
- Secondary Education is required.
- University degree (bachelor’s or equivalent) in Information Technology, Computer Science or a relevant field will be given due consideration but is not a requirement.
- Technical qualification in information technology is desired.
Experience
- A minimum of 6 years (with secondary education) or 3 years (with bachelor’s degree) of relevant experience in GIS and Database Management is required;
- Prior experience with an international organization is desirable;
- Experience in Webpage design, programming and administration is desired;
- Proven Experience in the use of GIS tools/systems is desired;
- Advanced knowledge of MS Office products, notably MS Access and MS Excel is desired;
- Experience in data management is desired;
- Experience and Knowledge of Security Communication Systems is an asset;
- Proven experience in working within a team-based environment is an asset;
- Possession of a valid Driver’s license is required.
