Technical Advice Connect LTD/GTE (TAConnect) is a non-profit organization registered in 2021 and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services across Africa. TAConnect was established by the Bill and Melinda Gates Foundation (BMGF) to deliver tailored and cohesive support for states in Nigeria by strengthening their PHC systems and enhancing PHC service delivery. As an innovative platform, we respond to state TA priorities to promote sustainable improvements in state Primary Healthcare (PHC) systems’ performance and increase uptake of Reproductive, Maternal, Newborn, Child, and Adolescent Health and Nutrition (RMNCAH+N) services.
Job Description:
- The Analyst, M&E will support the monitoring and evaluation of all aspects of TAConnect’s portfolio of RMNCH+N, PHC systems strengthening, and other related investments/programs in the states. He/She will be responsible for all components of data management, monitoring, and evaluation towards the achievement of the program objectives. He/She is responsible for making recommendations on how to adjust and adapt the project's activities based on past performance as measured and evaluated over time. He/she will also ensure adherence to TAConnects’ policies and donor regulations in the states.
Principal Duties and Responsibilities (Essential Functions):
- Provide technical oversight & support for establishment and maintenance of routine monitoring systems, presentation of findings and building related state and LGA M&Es competencies.
- Coordinate timely compilation, routine monitoring, analysis, and reporting of high-quality data, and generation of program performance indicators, to support learning and evaluation on targeted outcomes for TAConnect in the State.
- Conduct capacity building for team members, facility, LGA staff, and other relevant stakeholders in the data quality review of datasets, for analysis, reporting, and utilization of program indices for operational and strategic decision-making.
- Lead the State team to interpret, understand, and make use of the program performance data, and other sources of data through comparative analytical reporting to enhance informed decision-making and necessary stakeholder engagement.
- Conduct data quality audits of projects to identify and resolve systemic problems affecting data quality, and documenting and storing findings in project files.
- Support the adoption of new, and adaptation of existing technologies required to enhance data quality, data visibility, and empirical insights for TAConnect and stakeholders.
- Provide consistent, supportive supervision to strengthen LGA M&E as necessary to meet monitoring objectives and ensure data quality.
- Contribute to the identification, analysis, and synthesis of technical knowledge (best practices, lessons learned) and evidence-based information for the program in the State.
- Support the State Team Lead in the development of activity plans, periodic project reports, presentations, publications, and other strategic approaches for the program.
- Co-coordinate the conduct of mentoring and supportive supervisory visits to the LGA and or facility as required.
- Represent TA Connect at the state M&E Technical Working Group Meetings.
- Perform all other tasks related to data management as assigned, to help deliver the goals set in the overall strategy of the MNH program.
- Perform other duties as assigned by the state team lead.
Job Qualifications
- Education: Bachelor’s degree in public health, statistics, or a related field. A master’s degree in a related field will be an added advantage.
- Experience: Minimum of 4 years’ experience Minimum 4 years of progressive working experience in public health monitoring and evaluation, and health information management of donor funded programs. Familiarity with NHMIS and DHIS2 HMIS data context at the State level and working with health facilities and LGA for data collection, reporting, and use, is compulsory.
- Experience and up-to-date knowledge and skills in MIS and M&E for health systems and healthcare provision.
- Experience in organizing and facilitating systems strengthening, capacity development workshops, and mentoring for health workers is required.
- Competency in the use of MS Word, Excel, PowerPoint, mobile data collection platforms (KoboCollect / CommCare, etc.), and quantitative analysis with statistical software (SPSS, Stata, SAS, or similar).
- Experience with reporting for international donor programs.
- Demonstrated analytical and problem-solving skills.
- Ability to work as part of a team as well as be self-managing.
- Strong written and spoken communication skills in English. Fluency in Hausa may be an added advantage.
- Willingness to travel throughout Nigeria as necessary.
Supervision
- The Analyst, M&E will report to the Team Lead, Yobe State.
