Medecins Du Monde - For more than 30 years, Medecins Du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
MAIN RESPONSIBILITIES
Under the supervision of the Monitoring, Accountability, Evaluation, and Learning (MEAL) Supervisor, The MEAL officer will be required to conduct regular visits to various Project locations, sites, or Health Facilities (HF) to implement a functional MEAL system, ensure the design of tools and methodologies relevant to project indicators, monitoring and evaluation of project interventions, provide on the job training, or support field teams in data-related activities. He/she will be responsible for conducting assessments, data cleaning/analysis and providing evaluation study reports. The MEAL Officer will be responsible for the following main activities in accordance with MdM procedures:
- Data Management
- Monitoring/Supportive Supervision Visit
- Accountability
- Documentation and Compliance
DETAILED ACTIVITIES
Data management on the corresponding forms and tools
- Update the standard monitoring tool designed in Excel.
- Enter medical data in the mission database appropriately and regularly (from mobile teams and supported health facilities)
- Update and maintenance of database (formulas, graphs…)
- Report and alert the line manager of any abnormal or untrendy arising with the data provided or database.
- Assist the implementation team in the data analysis, reporting and dissemination of findings.
- Weekly data review and analysis for the respective facility and ensure Data Quality Assurance (DQA)
- Provide Technical support to facilities registrars.
Activity Monitoring
- Follow-up of the indicators mentioned on donor’s contract.
- Supervise the workplan achievements and delays
- Collect proof-document of the activities
- Analyse the proof-document, in comparison with ToR, guidelines, donor’s expectations
- Support on-going monitoring and evaluation (M&E) of projects in reporting routine monitoring indicators against performance monitoring plans and frameworks
- Provide Sampling for Standard Case Management (SCM) to facility medical supervisors.
Accountability and beneficiaries’ feedback
- Implement and monitor the beneficiary Complaints and Response Mechanism (CRM) for the country mission in line with MDM beneficiary FCRM guidelines.
- Suggest improvement measures of the FCRM and build capacity and understanding among MDM staff, partners and stakeholders on beneficiary accountability and FCRM.
- Segregate feedback and complaints response mechanism (FCRM) data from the field to a summary complaint and feedback mechanism FCRM database
- Organize all satisfaction, donors and accountability surveys
- Collect complaints and feedback via suggestion boxes, monthly community consultation meetings with community men, women leaders, and any means implemented (for e.g.: toll free line)
- Ensure a proper filing system for all the complaints and feedback received through the helplines
- Receive, investigate, and prepare the responses to beneficiary complaints. Provide answers to beneficiaries after validation of Program/field Managers and Meal Supervisor
- Provide comprehensive regular reports on the complaints and feedback (minimum on monthly basis)
- Work with field team to collect information on potential case studies and success stories
Documentation and compliance
- Analyze, compile and archive the
- Verify the quality, transparency and accuracy of the documentation provided by other depts/partners etc.
- Evaluate the effectiveness of the actions done in line with donors’ contract and requirements.
- Provide adequate information using IEC materials and signposts at PHC facilities regarding all MDM activities
Others
- Be flexible in performing his/her duties.
- Inform immediately the security focal point in case of any security problem.
- Perform other additional duties on request of the line, functional or technical manager.
Academic background
- BA/BS or equivalent in Statistics, Mathematics, Computer Science, Information Management, Social Sciences, International Development or any other relevant field.
Professional expériences and skills :
- A minimum of 2 years of experience working in the non-profit sector in Information and Data Management or Monitoring & Evaluation.
- Excellent Excel Skills
- Excellent Information Technology skills
- Ability to think independently and identify data discrepancies
- Experience designing and implementing electronic data collection methods
- Understanding of confidentiality requirements for medical data is a plus
- Knowledge of the use of GIS applications a plus
- Experience working in a multi-organizational team (international and national partners) is a plus.
- Ability to work under less supervision
- Strong written and oral communication skills in English required, including report development, writing, and editing.
- Excellent skills in Excel and data analysis are required for this position and will be tested at the interview
- Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members.

Additional Information :
Because of the emergency relief nature of MDM’s work, working hours may be irregular and employees are expected to be flexible in their approach to working hours under emergency conditions.
He/she works under the supervision of the MEAL Supervisor. The employee shall respect Médecins du Monde - France’s schedule and Terms and Conditions of Engagement for National Staff and is expected to be available anytime to answer to an emergency and be flexible and available beyond normal working hours if requested.
