Program Overview:

The Partnership for Agile Governance and Climate Engagement (PACE) is a 48-month programme funded by UK International Development. It aims to support coalitions to influence the government to resolve Nigeria’s climate and governance problems affecting the poorest and most vulnerable and hold them accountable for the country’s climate change objectives. It is managed by DAI Global UK in association with The Policy Practice, Women Environmental Programme, the International Centre for Energy, Environment and Development, Accountability Lab, Integrity, and Bridge that Gap Nigeria. The programme objectives will be achieved by increasing state government income from internally generated revenue; mainstreaming climate action into state government policy, planning and budgets; and strengthening election delivery and credibility. PACE will achieve this by working with multi-stakeholder coalitions at the federal and sub-national levels including civil society organisations, the private sector, progressive state governments, and the Federal government, thinking and working politically and using applied political economy analysis, through a Whole of Society approach. PACE emerges from a rich legacy of over two decades of governance reform efforts in Nigeria, drawing on the successes and lessons learned from previous initiatives. These include the Partnership to Engage, Reform and Learn (PERL), the State Partnership for Accountability, Responsiveness and Capability (SPARC), the State Accountability and Voice Initiative (SAVI), and the State and Local Government Programme (SLGP). The programme is implemented in Kaduna, Kano, and Jigawa in north-western Nigeria, with targeted strategic engagement at the federal and regional levels but aims to influence change in all 36 states of Nigeria.

Purpose of the role

The Media Officer will work under the direct supervision of the lead Adviser on Media implement PACE’s media engagement strategy to amplify programme outcomes, support coalition influence, and foster demand-side accountability. This includes integrating media actors into issue-based coalitions, advancing public narrative campaigns, and leveraging traditional and digital platforms to position PACE as a credible voice in governance, climate action, and social protection. The Media Officer will play a vital role in enhancing the visibility and impact of the Programme in all social, digital and traditional media platforms. This will involve managing media relations and creating compelling content to communicate the programme's objectives and achievements to the wider audience.

Key Responsibilities

Media Strategy and Implementation

  • Support the Media Adviser to drive the implementation and delivery of the programme media engagement strategy that aligns with PACE’s Whole of Society approach and Issue-Based Project (IBP) methodology.
  • Identify high-impact media platforms and strategically embed journalists and influencers into PACE-supported coalitions.
  • Operationalize national and subnational media partnerships, including with Broadcasting Organisation of Nigeria (BON) and key broadcasters.

Content Development and Public Narrative

  • Craft storytelling content that leverages the "Story of Self, Story of Us, and Story of Now" to align with programme reform goals.
  • Produce newsletters, press releases, think pieces, human-interest stories, digital content, and coalition-driven narratives informed by evidence.
  • Translate technical content into accessible and persuasive stories for diverse audiences.

Campaign Management and Audience Engagement

  • Design and roll out multiple issue-based advocacy campaigns in collaboration with CSOs, government actors, and coalitions.
  • Manage and monitor social media platforms, ensuring message consistency and high engagement.
  • Track audience segments and tailor messaging to citizens, media, policy makers, and youth.

Monitoring, Learning, and Adaptive Communication

  • Collaborate with KM and MERL teams to ensure media campaigns are evidence-informed. Also share regular reports.
  • Track performance and reach of media activities and integrate lessons from analytics into strategic planning.
  • Support the use of media to communicate learning and amplify citizen voice in public discourse.

Event and Coalition Support

  • Provide media advisory and coverage support for key PACE events, including coalition actions and reform dialogues.
  • Document and disseminate results of media-supported advocacy and coalition activities.

Key Qualifications And Experiences

Education

  • A degree in English Literature, Communications, Public Relations, Media Studies, Development Studies, or Public Policy.

Experience

  • Minimum of 4 - 6 years of experience in media relations, communications, or public relations.
  • Experience working in International Development Donor space
  • Excellent writing, editing, and proofreading skills.
  • Demonstrated experience in advocacy campaigns with measurable influence on public policy or citizen engagement.
  • Understanding of coalition dynamics and how to position communications for coalition impact.
  • Strong understanding of e-newsletter publication, social media platforms and digital marketing.
  • Proven ability to develop and implement media strategies.
  • Experience in building and maintaining media relationships.
  • Ability to work independently and as part of a team.
  • Ability to work within a politically smart, adaptive programming environment and familiarity with PEA.
  • Strong organizational and time management skills

  • Annual and quarterly comprehensive plans outlining the media strategies to be implemented, including target media outlets, key messages, and timelines.
  • Monthly media coverage and engagement reports, including analytics, insights and outcomes.
  • Media products (e-newsletters, stories, toolkits, videos, infographics) co-produced with coalitions.
  • Evidence-based campaign packages aligned with PACE thematic areas.
  • Media coverage and documentation of key events, workshops, and conferences, including photos, videos, and written summaries.

Key Performance Indicators (KPIs)

  • Volume and diversity of media content produced and disseminated, including press releases, articles and newsletters measured through feedback and engagement.
  • Number and quality of media actors functioning in PACE coalitions.
  • Reach and engagement metrics across traditional and social media.
  • Evidence of media influence on public discourse or policy shifts.
  • Quality of collaboration with CSOs and coalitions in content and campaign delivery.
