AIDS Prevention Initiative in Nigeria, Ltd./Gte. (APIN) is a non-governmental organization registered with the Nigerian Corporate Affairs Commission (CAC). APIN has built a strong partnership with the Nigerian Government, which is memorialized through a memorandum of understanding (MOU) with the National Planning Commission. APIN is a leading Nigerian organization in the provision of prevention, care and treatment services to patients with HIV/AIDS and other diseases of public health significance. Its operating experience in Nigeria dates back to 2000, when the Harvard School of Public Health (HSPH) initiated HIV/AIDS research and prevention initiatives in Nigeria, with funding from the Bill & Melinda Gates Foundation. In 2004, the HSPH project started implementing HIV/AIDS prevention, care and treatment programs with support from the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). These activities culminated in the establishment of APIN as an independent NGO in 2007, with the aim of building local capacity and sustainability of HIV/AIDS and other diseases programming in Nigeria. Presently, APIN operates as a direct implementing partner to CDC having just completed a 3-year transition from Harvard in line with the US Government’s goal of transitioning programs to local indigenous organizations. In the four years since its operations as an implementing partner of the CDC, APIN has managed a cumulative budget of more than $50m, a reflection of the growing confidence of the USG that APIN has built enough systems to operate as an independent implementing partner of US funds. In addition to the US funded activities, APIN is currently soliciting for other funding opportunities to diversify its funding base in the wider public health arena as part of its response to current health challenges and its overall sustainability plan. Apart from its contribution to evidence-based HIV prevention in the country, APIN is also one of the pioneers in the provision of comprehensive HIV/AIDS care in Nigeria. It currently supports the Federal Government of Nigeria to provide ARV care and treatment directly as a USG implementing partner tomore than 74,000 patients in 33 treatment clinics and 75 primary healthcare centers in nine (9) states. These clinics are equipped with state-of-the-art laboratories with capabilities for diagnosis and monitoring of HIV including CD4, viral load, DNA PCR and drug resistance monitoring (DRM). Similar giant strides have been made in prevention, systems strengthening, as well as in human and infrastructure capacity development efforts. It has a widespread network of service providers, communities, researchers and persons living with HIV and AIDS support groups in nine (9) states in Nigeria. APIN has a. purposive, exemplary and result-oriented leadership, committed and hardworking human resources and a broad-based support of collaborators in Nigeria and the United States. It essentially inherited the same dedicated team that has worked on the Harvard program in the last 6 -10 years.

Position Summary

  • PHIS3 is seeking a skilled and motivated Senior Analyst specializing in C#, .NET, and backend development.
  • This role focuses on designing, building, and maintaining high-performance web, desktop, and modern applications.
  • The Senior Analyst will develop and optimize distributed applications using C#, ASP.NET, Python, SQL Server, HTML5, CSS, JavaScript, React, and other relevant backend technologies depending on project specification.
  • This position requires strong problem-solving skills, teamwork in an agile setting, and a dedication to code quality and performance.
  • The Senior Analyst will report directly to the Public Health Information Systems Advisor.

Key Responsibilities

  • Develop and maintain in-house applications using C#, ASP.NET, Python, SQL Server, HTML5, CSS, JavaScript, React, and other relevant backend technologies depending on project specification.
  • Write clean, efficient, and reusable code, ensuring optimal application performance and responsiveness.
  • Identify, analyze, and resolve application bottlenecks, bugs, and issues to enhance functionality and user experience.
  • Collaborate with team members in agile Scrum cycles, actively participating in sprints to meet project milestones.
  • Work with the database engineer to develop and design backend databases, ensuring data integrity and efficiency for applications.
  • Stay updated on emerging tools, technologies, and practices to continually improve application performance and features.
  • Work with the UI/UX specialist to create responsive, user-friendly interfaces and client displays that meet end-user requirements.
  • Contribute to maintaining code quality, organization, and automation standards.
  • Provide technical support and training to partners and end-users as needed.
  • Work with the Systems and Business Analyst teams to develop, test, and validate software prototypes to ensure alignment with project requirements.
  • Implement automated testing, unit tests, and continuous integration tools for efficient deployment and delivery.

Qualifications and Requirements 

  • Bachelor’s or Master’s Degree in Computer Science, Engineering, Information Systems, or a related field.
  • Minimum of 3 or 5 years in software development, including experience in C#, .NET 3.5 or higher, Python, SQL Server, HTML5, CSS, JavaScript, React, and other relevant languages including Microsoft Visual Studio.

Technical Expertise:

  • Strong experience in C# and .NET development, including familiarity with ASP.NET, WCF, and Service-Oriented Architecture. PHP, SQL Server, HTML5, CSS, JavaScript, and other programming languages.
  • Proficiency with other programming languages like Python, Java, and React for backend functionality.
  • Skilled in backend database design, SQL Server, and ORM frameworks.
  • Familiarity with object-oriented design and development techniques.
  • Experience with source control tools such as Git, SVN, and CI/CD tools (e.g., Jenkins or Bamboo).
  • Strong knowledge of agile and SDLC methodologies.
  • Familiarity with automated testing and unit testing.

Soft Skills:

  • Strong analytical and problem-solving capabilities.
  • Ability to work independently and collaboratively within an agile environment.
  • Excellent verbal and written communication skills.
  • Certifications in C#, .NET, or Microsoft Visual Studio are an added advantage.
