JOB SUMMARY:
CARE seeks to engage a Data Entry Clerk/Management Information (MIS) Officer for its anticipated Bloomberg funded Women Economic Development Program to alleviate living standards of economic marginalized women and girls in Bauchi state, Nigeria. This will be a 1-year pilot program aimed at increasing capacity, strengthening women’s networks, enabling access to finance and gender equitable access to financial products and services leveraging CARE’s signature VSLA model.
The Data Entry Clerk /Management Information System (MIS) Officer will play a major role in developing and managing the organization’s management information systems (MIS), data entry activities and lead in training of CARE and partners staffs on the use of MIS systems, ensuring data quality and accuracy, conducting data analysis to identify trends and opportunities.
He /She will lead and coordinate the application of data validation standards at field offices to produce high quality data, follow the smooth running of electronic Management Information System (MIS). With expertise in statistics, mathematic, computer science, data analysis tools, and information systems, He/she will contribute to evidence-based decision-making and the continuous improvement of CARE programs and services delivery. The ideal candidate will possess an excellent communication, interpersonal skills, and will be a strong team player who is self-motivated and positive and highly organized.
JOB RESPONSIBILITY:
Job Responsibility #1: Data Entry and Management
- Accurately transfer of data from primary source documents into designated database systems.
- Ensure that confidentiality and security of data is preserved for both paper-based and electronic data sources.
- Conduct data quality checks and validations before entry into the project database monthly.
- Develop user-friendly integrated dashboards for MIS’s using human-centered design, aimed at enhancing the management and dissemination of learning and knowledge management products.
- Create new data analytic views and dashboards to facilitate decision-making and identify data-related issues.
- Ensure all project data collection is digitalized and links to the database management system.
- Maintain data integrity and consistency through data validation and verification procedures.
- Organize and manage data in databases, spreadsheets, and other electronic formats.
- Update and maintain data dictionaries and other documentation related to data entry processes.
- Regularly update the database, perform analysis, and generate reports to support development of project report and accountability.
- Back up data regularly to ensure data security and integrity.
Job Responsibility #2: Database Administration and User Capacity Support
- Collaborate with the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator to ensure effective administration of MIS including web-based aggregate systems.
- Strengthen the capacity of CARE and partners staff/ users on various MIS, data entry checks, data validation and performance reviews through training and coaching.
- Design database for the project and enter all project information and household forms/data into the project database.
- Arrange and file all forms properly in project folders and SharePoint, with maximum protection.
- Conduct data quality checks and validations before entry into the project database monthly.
- Develop user-friendly integrated dashboards for MISs using human-centered design, aimed at enhancing the management and dissemination of learning and knowledge management products.
- Create new data analytic views and dashboards to facilitate decision-making and identify data-related issues.
- Collaborate with the KML Officer to gather information on systems’ requirements and translate them into technical documentation.
- Develop digital tools to support assessment and studies and provide capacity during analysis and reporting.
- Support project manager with information systems and data use to promote efficient data use, routine reporting, and evidence-based decision-making in project implementation.
- Support and facilitate knowledge and information management on the Bloomberg Project.
Job Responsibility #3: Data Quality, Analysis and Reporting
- Contribute to the development and maintenance of data validation tools, processes, and templates.
- Identify and correct incomplete entries or records to ensure data accuracy and completeness.
- Transfer accurate and verified data into the appropriate electronic platforms for further analysis and reporting.
- Collaborate in data validation activities and support team with monthly data entry reviews and validation processes.
- Ensure adherence to data standards, by implementing and responding to findings from routine data validation exercise.
- With assistance from the Project manager and the MEAL coordinator, lead the reporting of project information on Project and program Impact and Information Reporting System (PIIRS).
- Participate actively in routine (monthly/quarterly) internal DQA processes including data review, collation, correction, and updating of incomplete entries/ records and transfer into appropriate electronic platform.
- Actively contribute to weekly/monthly data collation, processing, and reporting, ensuring data integrity and consistency.
- Conduct routine data analysis and able to generate evidence from routine data.
- Work with KML officer and produce a summary report on monthly basis and provide end user support for proper use of data and report compilation.
- Engage actively in weekly/monthly data collation, processing, and reporting on the database and other reporting platforms.
- Maintain an effective process of collecting and disseminating lessons learnt and learning events.
- Provide data quality feedback, to regularly inform the contact center of data quality issues using established checklists.
- Champion data quality in reports and promote high data quality in clinical services department reports, including clinical audits, competency assessments, and training databases.
Job Responsibility #4: Feedback Accountability Mechanism
- Support the establishment of FAM system helpdesk/information table for use at the community level.
- Support the development and the entry of complaints into the FAM Complaints database.
- Prepare Bi-weekly reports showing the various categories of complaints and the status of the complaints.
- Ensure timely and appropriate follow-up on feedback received, including addressing concerns, sharing updates, and making necessary adjustments to project activities.
- Collaborate with project leads to ensure that community feedback informs project design, implementation, monitoring, and evaluation.
- Asist in raising awareness about the FAM system among project stakeholders and communities, using culturally appropriate and accessible communication channels.
Resource Mobilization
- Contribute to CARE’s resource mobilization efforts.
- Ensure learning briefs, program brief, best practices are documented.
Other Responsibilities as Assigned
- Support the MEAL Coordinator with project design, on request, with information gathering as related to the sectors, needs analysis, logical framework designs, target participants computation and others.
- Support with information dissemination to CARE staff on MEAL activities and achievements.
- Support the MEAL Coordinator with Country Office MEAL requirements such as assessment roll out, training, analysis outside the scope of S/he individual project.
- Support to review partners workplan and measure milestone deliverables as against performance or result.
REQUIREMENTS:
Required
- Minimum of 1st degree in Computer engineering, statistics, Computer science, Information Technology, Biostatistics, and other relevant disciplines.
- Minimum of 3 years’ experience in Management Information System and Data entry
- At least 3 years of experience in developmental program and managing MIS system for financial inclusion service project. E.g., VSLA system.
- Working knowledge of information collection tools and methodologies with focus on data analysis and the ability to develop and apply methods and tools for capturing knowledge, preserving, and sharing.
- Excellent computer literacy with full knowledge of Microsoft Office applications
- Expertise in relational databases, cloud computing and scripting languages like MySQL, Python, JavaScript, Azure, and Google Cloud Platform.
- Advanced skills in the use of mobile base data collection platforms, like Kobo, CommCare, SurveyCto
- Data analysis and Visualization tools: STATA, SPSS, QGIS, Microsoft Power BI, Tableau
- Excellent reporting skills to write clear, concise, and accurate technical documentation.
- Effective communication skills to present technical information to audiences with varying levels of technical expertise.
- Excellent experience in conducting quantitative and qualitative research, studies, assessment from start to end including dissemination of findings to a wide range of diverse audiences.
- Strong analytical skills and understanding of MEAL Framework, tools and indicator setting.
