The Jesuit Refugee Service (JRS) is an international Catholic organisation with a mission to accompany, serve and advocate on behalf of refugees and other forcibly displaced persons. JRS undertakes services at national and regional levels with the support of an international office in Rome. Founded in November 1980 as a work of the Society of Jesus, JRS was officially registered on 19 March 2000 at the Vatican State as a foundation. JRS programmes are found in 51 countries, providing assistance to: refugees in camps and cities, individuals displaced within their own countries, asylum seekers in cities, and to those held in detention centres. The main areas of work are in the field of education, emergency assistance, healthcare, livelihood activities and social services. At the end of 2016, more than 733,400 individuals were direct beneficiaries of JRS projects.

Job Summary

To develop stable and reliable databases to meet the needs of our organization, we are looking for a qualified ICT Specialist/Database Developer. Responsible for developing, testing, improving, and maintaining new and existing databases to help users retrieve data effectively. The ICT Specialist/Database Developer is responsible for ensuring that program implementation is effectively documented and reported timely through an interactive database. This will ensure the highest efficiency in program management and provide accurate, data and documented achievement related to all projects.

Ultimately, you should be able to ensure that our database systems run effectively and securely on a day-to-day basis. The Specialist will collaborate closely with the Monitoring and Evaluation, and program units to ensure that all aspects of data are captured and documented effectively.

Key Responsibilities of the Position

Responsibilities:

  • Designing databases that are stable, reliable, and efficient.
  • Legacy systems optimization and maintenance.
  • Database modification and testing as required.
  • Troubleshoot and resolve database-related issues.
  • Liaising with developers to improve applications and establish best practices.
  • Collection of user requirements and identification of new functionality.
  • Prepare technical and training guides.
  • Support users with data management.
  • Ensure compliance of all database programs with projects and performance requirements.
  • Researching and proposing new database-related goods, services, and procedures.
  • Ensure user control of the database by granting access rights to staff/users.
  • Hosting the organizational database.

Required Profile

  • Have a related degree, certification, or equivalent in computer science, ICT, Data Science, Statistics, or a related field.

Experience and Qualification

  • Proven experience as a database developer
  • Minimum 3 years of relevant experience in building, designing, or developing databases, with hands-on experience in programming and designing for front-end and back-end developers.
  • In-depth understanding of data management (e.g. permissions, recovery, security, and monitoring)
  • Understanding of software development and user-facing web applications
  • Working knowledge of SQL
  • Working knowledge of programming languages and software (PHP, R, JavaScript, Python)
  • Excellent analytical and organizational skills
  • Ability to understand front-end user requirements and problem-solving attitude.
  • Experienced in the use of geospatial data.
  • Experienced in the creation of databases and the use of database applications/software.
  • Experienced in the use of data analysis and visualization software (SPSS, STATA, Tableau) and analyzing data.
  • Experienced in the use of NVIVO and/or other qualitative data analysis programs/software.
  • Experience in coaching and training.

Qualities

  • Ability to live and work in unstable, insecure environments and sometimes inhospitable conditions.
