Phase3 Telecom is Africa’s leading aerial fibre optic network infrastructure provider, delivering world class connectivity and network solutions to the continent’s largest telecoms networks and IP providers, as well as a growing number of businesses and homes. Incorporated in 2003, Phase 3 was licenced as a national long distance operator to provide transmission services in 2006. Since then, Phase 3 has built a fully owned and operated 7000km open access aerial fibre optic network using our exclusive Right of Way along Nigeria’s power transmission infrastructure. We are constantly expanding our network in Nigeria and are working in partnership with the ECOWAS secretariat to broaden our reach into the sub-region as part of the Intelcom II initiative to ensure interconnectivity across West Africa. A project which has been incorporated by the ITU as central to the achievement of its Connect Africa initiative. We are also deepening the services that we are able to offer. From a purely transmission and backhaul service set we have built a suite of enterprise and retail products designed to bring world class internet directly into the businesses and homes of ordinary Nigerians.

Role Summary

  • The Strategic Planning and Enterprise Risk Manager drives Phase3’s long-term growth initiatives while safeguarding operations across West Africa’s dynamic telecommunications environment. This position shapes the company’s strategic direction and implements robust risk management frameworks that support our mission-critical fiber optic infrastructure serving the region’s largest operators and institutions.

Key Responsibilities

Strategic Planning

  • Develop and execute Phase3’s strategic plans aligned with our Pan-African expansion and digital infrastructure growth objectives
  • Identify and evaluate new business opportunities in fiber optic infrastructure, wholesale services, enterprise connectivity, and cloud solutions
  • Monitor strategic initiatives including network expansion, partnerships, and service diversification
  • Conduct scenario planning for regional market entry, technology investments, and infrastructure development
  • Prepare strategic reports and presentations for executive leadership and Board of Directors
  • Facilitate strategic planning sessions with cross-functional teams

Enterprise Risk Management

  • Design and implement comprehensive ERM framework covering our unique aerial fiber optic infrastructure and regional operations
  • Identify and assess risks across strategic, operational, financial, regulatory, and technological domains specific to West African telecommunications
  • Manage critical infrastructure risks including network reliability, power line access agreements, vandalism prevention, and route redundancy
  • Oversee regulatory compliance risks across multiple jurisdictions (Nigeria)
  • Monitor cybersecurity, data protection, and information security risks
  • Develop risk mitigation strategies, business continuity plans, and disaster recovery programs
  • Establish risk governance frameworks, policies, and monitoring systems
  • Report on enterprise risk exposure, mitigation progress, and emerging threats to senior leadership
  • Address risks specific to aerial fiber deployment on high-voltage power infrastructure

Educational Qualification

  • Bachelor’s degree in Business Administration, Risk Management, Engineering, Telecommunications, or related field (Master’s/MBA preferred)
  • Minimum 4 years of progressive experience in strategic planning and/or enterprise risk management
  • Experience in telecommunications, fiber optic networks, infrastructure, or technology sectors strongly preferred.
  • Must have experience engaging closely with external stakeholders in government and public sector in previous roles
  • Project Management Professional (PMP)
  • Certified Risk Manager (CRM), Financial Risk Manager (FRM), or equivalent
