Catholic Relief Services (CRS) is an International non-governmental organization supporting relief and development work in over 99 countries around the world. CRS programs assist person on the basis of need, regardless of creed, ethnicity or nationality works through local church and non-church partners to implement its programs, therefore, strengthening and building the capacity of these partner organizations is fundamental to programs in every country in which CRS operates. CRS re-established presence in Nigeria m 2000 and currently focuses on agriculture, HIV and health extractives and governance, and peace building programming.
Job Summary:
The ICT4D Officer will coordinate and deliver various ICT4D-related services in accordance with established agency ICT policies, procedures, and service standards to support high-quality mass distribution of ITNs. The officer will provide responsive, professional service and technical support to CRS staff and partners to ensure efficient operation and use of CRS information sharing, communication, and collaboration technologies.
Roles and Key Responsibilities:
Application Development
- Develop and maintain software applications to support GFM project initiatives.
- Enhance the current platform with new features and improvements based on project needs and feedback.
- Propose and implement innovative solutions to optimize data collection, analysis, and reporting.
- Work closely with project teams to understand their needs and translate them into technical requirements.
- Conduct training sessions to ensure effective use of ICT4D tools and platforms.
ICT4D Device Management
- Support the setup, configuration and deployment of ICT4D devices for the operation and implementation of health interventions to ensure efficient service delivery against established policies, procedures, and service standards.
- Deploy, configure, and maintain ICT4D applications, utilities, and Microsoft Intune on Android devices for the Global Fund Malaria Project.
- In collaboration with relevant staff, maintain inventory of ICT4D equipment, hardware, and software and ensure adequate supply and functionality, both in the office and in the field.
- Develop and maintain software applications to support GFM project initiatives.
Technical Support
- Provide field-level technical support to campaign personnel on the ICT4D application and devices during the various pre-campaign trainings and ITN mass campaigns.
- Provide timely and quality service delivery and technical support to user requests in ensuring proper user access and data utilization according to agency business data and information policies, also ensuring project scope is delivered within set timeline.
- Ensure the prompt resolution and closure of all issues related to the use of the technology reported using RedMine and other support and communication applications.
- Provide technical support to project staff and stakeholders on software tools and platforms.
Reporting and Documentation
- Prepare analytics on ICT4D-related data and metrics. As needed, implement measures to ensure required standards are met.
- Maintaining documentation of processes, procedures, concept notes, strategies implemented and yet to be implemented.
Capacity Building and Oversight
- Support capacity building initiatives, remotely or on-site, to staff, partners and end-users to ensure efficient and consistent adoption and use of ICT4D applications.
- Manage and supervise ICT4D Consultants and Training and Technology Administrators (TTAs) assigned to support GF ITN Mass Campaign states, evaluate their performance conduct periodic assessment and coaching sessions to increase quality of work and enhance productivity.
- Provide oversight and technical support to SRs and partners on the use of ICT4D for the implementation of ITN Mass Campaigns and other health programs.
Basic Qualifications
- Bachelor’s degree in an IT-related field (e.g., Computer Science, Computer Networking, Programming, Information Systems) required. Significant work experience in a directly related field combined with appropriate training/certificates may substitute for the degree.
- Desired certifications include Certified Information Systems Security Professional (CISSP) or equivalent, CompTIA Project+ or equivalent, ITIL Foundation Certified.
- Minimum of three years’ work experience in a position with similar responsibilities.
- Proficiency in software development languages (such as Python, Java, or JavaScript) and database management systems (e.g., MySQL, PostgreSQL).
- Experience in developing, maintaining, and enhancing software applications.
- Experience in the introduction, design, implementation, and adoption of relevant technology and data management tools.
- Experience with ICT4D tools and platforms is a plus.
Travel - Must be willing and able to travel up to 75 %.
